English Oaks Force Main

Lakeland, Florida

ChastainSkillman | DCCM is supporting the City of Lakeland in improving municipal water conveyance through the multi-phase English Oaks Force Main project. This critical infrastructure initiative is designed to expand wastewater service to the southwest portion of the City’s service area, extending from west of Lakeland Linder International Airport to the Glendale Water Reclamation Facility.

Our team is providing the following services:

Civil Engineering & Project Management

  • Design and construction management of the remaining five miles of 30-inch diameter force main, completing the 10-mile alignment
  • Coordination of construction through urban corridors, including:
    • FDOT and Turnpike rights-of-way
    • Residential neighborhoods
    • The City of Lakeland golf course

Project Delivery & Funding

  • Dividing the project into six construction contracts awarded to prequalified contractors
  • Managing a total construction budget of $17 million, funded through the State Revolving Loan Program

Construction Support & Compliance

  • Providing bidding assistance, construction administration, and full-time construction observation
  • Ensuring compliance with American Iron & Steel (AIS) and Davis-Bacon Act requirements

Recent milestones include the on-time and on-budget completion of the pipeline segment through the City golf course, with a construction cost of $2.16 million, including owner-purchased materials. Two additional segments are currently under construction, and one is in the bidding phase.

This project represents a major investment in Lakeland’s utility infrastructure, enhancing system capacity and reliability for future growth.
